Mr. Chapman was born in Winnipeg, Canada. After graduation from the University of Manitoba with a Bachelor of Arts degree in Economics, David attended the University of North Dakota School of Law. Upon graduation from law school with his Juris Doctor with Distinction, David was admitted to practice law in the states of Colorado (inactive), Minnesota and North Dakota.

Mr. Chapman began practicing in the area of US immigration law in September of 1997. David also formerly served as in-house General Counsel for Global Electric Motorcars, A DaimlerChrysler Company.  In recent years, Mr. Chapman has redirected his practice to defending attorneys in ethics proceedings before both the Executive Office for Immigration Review and USCIS, while also representing plaintiffs in attorney malpractice cases.


Mr. Chapman has also served as Adjunct Professor in the Paralegal program at Minnesota State University-Moorhead.  David now practices immigration law full time and has clients all over the United States and around the World.

Mr. Chapman is the author of articles on immigration and professional responsibility law, has taught as a faculty member at Continuing Legal Education seminars for lawyers as well as paralegals, and has appeared as a guest on radio in the United States and Canada to discuss U.S. immigration law.

Mr. Chapman has represented clients before the Immigration Court and the Board of Immigration Appeals.  Additionally, David is admitted to practice in the following federal courts: United States District Court for the District of North Dakota, United States District Court for the District of Minnesota, United States Court of Appeals for the Eighth Circuit, United States Court of Appeals for the Ninth Circuit, United States Court of Appeals for the Third Circuit, United States Court of Appeals for the Eleventh Circuit, United States Court of Appeals for the First Circuit, United States Supreme Court.

David and his wife Julie live in the Fargo area with their son Alex and the family's Golden Retrievers, Dexter and Darby.
